Qatar wins membership of UPU Board of Directors

Abidjan,Qatar won the membership of the Board of Directors of the Universal Postal Union (UPU) during the elections held on the sidelines of the 27th Universal Postal Union Congress, which is organised in the Ivorian capital, Abidjan, from August 9 to 27.Commenting on the winning His Excellency Minister of Transport and Communications Jassim bin Saif Al-Sulaiti said: “We are proud that Qatar won a seat on the board of UPU’s Council of Administration, and we look forward to Qatar's contribution, along with other member countries, to shaping the future of the global postal sector for the better, especially that the postal sector is constantly evolving with the growth of E-commerce globally, which leads to the emergence of new issues and challenges for all parties; regulatory bodies and postal institutions around the world, and thus more cooperation and coordination between the UPU and the postal sector players are needed,”The UPU member countries participated in the elections to elect the next UPU director general, deputy director general, members of the Postal Operations Council (POC), and UPU’s Council of Administration (CA) for the 2022-2025 period. The CA consists of 41 member countries, which represent five geographical groups, one of which is Group No. 4 “Southern Asia and Oceania” that is allocated 10 seats, one of which is won by Qatar.The CA members meet annually at UPU headquarters in Berne, Switzerland, and ensure the continuity of the UPU's work between the Universal Postal Congresses, which convenes every four years and is considered the supreme authority of the UPU. Moreover, to ensure that the UPU is able to react quickly to changes in the postal environment, the CA has the power to approve proposals by the POC for the adoption of regulations or new procedures.The UPU is a United Nations specialized agency and one of the world’s oldest international organizations. The UPU is the primary forum for cooperation between postal sector players and has 192 member countries; Qatar is a member of the UPU since 1969.

MOTC Holds workshop on Port Security

Doha – QatarThe Ministry of Transport and Communications (MOTC) concluded a training workshop on Port Security for its employees and maritime specialists from relevant government entities across the country to train them on the International Ship and Port Facility Security Code (ISPS Code), inspired by the International Convention for the Safety of Life at Sea (SOLAS).The five-day workshop was attended by several maritime specialists from the Ministry of Defense, the Ministry of Interior, and Qatar Petroleum, and the Qatar Ports Management Company (Mwani Qatar), in addition to a group of Maritime Transport Affairs employees at MOTC.Delivered by a maritime security expert, the training workshop provided a detailed explanation of ISPS Code and the latest effective ways to implement its provisions, as it is the comprehensive mandatory security system for maritime transport globally in addition to its essential role in strengthening cooperation between contracting governments, government agencies, local administrations, and the shipping and port industry.At the end of the workshop, MOTC’s Assistant Undersecretary of Maritime Transport Affairs Dr. Saleh bin Fetais Al Marri handed over workshop attendance certificates to the participants and thanked them for their participation in the workshop which will contribute to enriching their expertise and knowledge with regard to the ISPS Code, which enhances the plans to secure the upcoming 2022 World Cup.

MOTC’s QDGTP Starts Q3 & Q4 Training Plan with 96 Courses

Doha – QatarThe Qatar Digital Government Training Program (QDGTP) of the Ministry of Transport and Communications has begun its training plan for the second half of 2021.Q3 & Q4 training plan, which began early this month, features 96 training courses covering 55 technical subjects; of which 30% are added to the plan for the first time, on top of which are subjects about information security and databases to be conducted with major technology firms like Microsoft and Oracle.QDGTP pays great attention to the tailoring of its training plans since they shape up a roadmap to help IT employees and professionals at government entities to further sharpen their skills and knowledge at both the personal and professional levels and to obtain more professional certifications.According to QDGTP data, the number of applications to join Q3 & Q4 courses has so far reached 1835 received from some 52 entities while total training seats are expected to reach more than 1450. QDGTP said it will provide the participants with some 870 Microsoft courses testing vouchers during these fresh trainings.For the Q1 & Q2 courses, which were launched last Nov. 28, QDGTP delivered 121 training courses and 195 certificates to trainees. The total training seats made available were 1715 and the number of trainees totaled up 1056 from some 68 government entities, while the total application requests reached 3020.During the first half of 2021, Individual Training Plan (ITP) tool was established for the first time through QDGTP LMS. Total ITPs registered in LMS reached 1760. ITP is one of the most important tools in the training and development field which helps to achieve the training goals by its proper utilization.QDGTP also offered exam vouchers and reimbursements to facilitate the certification accomplishment. And by conducting virtual trainings due to COVID-19 situation, QDGTP succeeded to double the number of planned training courses by adding more of them. The number of training courses rose from 59 in Q1 & Q2 of 2020 to 121 during the same period of 2021.QDGTP’s Q1 & Q2 training plan had seen a great collaboration with 9 prestigious IT solutions and training providers. Among the scheduled courses, 58% courses were introduced to the target audience for the first time.One of the key achievements during the first half of 2021 was providing specialized training courses to respond to some specific needs and requirements from some 7 entities at a rate of 10 trainings and nearly 115 training seats.QDGTP also conducted a special course around “Evolving from Smart Cities to Cognitive Cities” in collaboration with Huawei during the first half of 2021.QDGTP focuses on supporting Qatar’s digital transformation of government sectors through providing training solutions focused on enhancing the skillsets and capabilities of ICT professionals of government entities. It aims to build new skills that ICT professionals need to meet the desired performance standards of their roles.

ICAO Council Agrees with Qatar’s Proposal to Establish Doha Flight Information Region (FIR) and Doha Search and Rescue Region (SRR)

Montreal - DohaThe International Civil Aviation Organization (ICAO) Council has agreed, in principle, during the meetings of the ICAO Council 223rd Session that began on June 18th, 2021 with the establishment of a Doha Flight Information Region (FIR) and Doha Search and Rescue Region (SRR) drawing on Qatar’s proposal, which would include Qatar’s sovereign airspace and, to optimize safety and efficiency of the regional airspace, other contiguous airspace over the high seas.The proposal of Qatar also included its intention to withdraw from the current arrangement whereby it has delegated to Bahrain the provision of air navigation services over its sovereign territory in accordance with paragraphs 2.1.1 of Annex 11 to the Chicago Convention.The Council acknowledged during its meeting the right of Qatar to request the establishment of a Doha FIR/SRR over its sovereign territory and contiguous airspace consistent with Article 1 of the Chicago Convention and in accordance with Assembly Resolution A40-4, Appendix G.The proposal of Qatar aims to support the development of safe and sustainable air transport operations in the region, and reinforces Qatar’s commitments to the global aviation sector.The ICAO Council emphasized that amendments of regional air navigation plans depend upon good relations, collaboration and mutual respect between States, and that these elements are fundamental to ensuring seamless services with a high level of safety and quality.During the ICAO Air Navigation Commission’s review of the technical aspects of the proposal, it was acknowledged that the State of Qatar possesses the capabilities and qualifications necessary to manage air traffic safely and effectively, and to provide leading services in the field of search and rescue.The ICAO Council acknowledged that over several decades, the Kingdom of Bahrain had provided safe and efficient air navigation services in the Middle East region.Both Qatar and Bahrain were invited by the ICAO Council, as well as surrounding States with an interest in this matter, to discuss cooperatively under the auspices of the President of the Council, to agree on appropriate technical arrangements for the implementation of the Doha FIR/SRR, and to report the outcome of these discussions to the Council at its 224th Session for approval of the amendment of the Air Navigation Plan – Middle East Region.Prior to that, there was a virtual communication on June 9, 2021, between Minister of Transport and Communications HE Jassim Saif Ahmed Al-Sulaiti and his Bahraini counterpart in the presence of the ICAO Council president to discuss the technical aspects of the proposal of the State of Qatar. This was followed by a meeting between the technical committees of both countries on June 14, 2021.HE Minister Al-Sulaiti appreciated the stance of the Council Member States for continuing the sessions amid such extraordinary circumstances of the pandemic, and for considering and approving the proposal by the State of Qatar to establish a Doha FIR/SRR. He expressed the State of Qatar's thanks and gratitude to the ICAO for its ongoing efforts to serve global civil aviation. He also thanked the ICAO ANC, which consists of 19 member countries, and Air Navigation Bureau of the Organization's Secretariat for the tremendous amount of work that has been invested in addressing the proposal.Addressing the 223rd Council Session, HE the Minister said in a speech: “The proposal by the State of Qatar to establish a Doha FIR/SRR is of a great importance for the future of civil aviation, not only in the Middle East region, but the entire world and is fully consistent with the objectives of the Chicago Convention.”In addition, he said: “The proposal represents one of the sovereign rights of the State of Qatar and demonstrates the huge investments made by Qatar to develop its air navigation system for the benefit of the region as a whole, by providing safe, efficient, and seamless air navigation services. This is thanks to the country’s possessing of all the factors and capabilities necessary for managing air traffic, and the country’s willingness to provide distinctive and efficient services in the field of search and rescue.”He added that “the Chicago Convention clearly stated its objectives, and set out as its prime objective the development of international civil aviation in a safe and orderly manner and such that air transport services would be established on the basis of equality of opportunity, and operated soundly and economically”.He noted that the State of Qatar since joining the ICAO has been committed to applying the principles of the Chicago Convention 1944 with high professionalism in terms of the peaceful use of airspace, freedom of navigation and protection of the environment.HE the Minister said that the State of Qatar has over the past years reinforced its strong belief in the rules and principles that concerned the regulation of relations between states in the civil aviation community and the State of Qatar is proud of being an active and key participant in this UN organization. He said that Qatar spares no effort in supporting global civil aviation for creating an aviation industry that is characterized by safety, security, sustainability and efficiency.He added that based on the Council’s decision, coordination has already begun to hold a technical meeting with the Kingdom of Bahrain to complete what has been reached by the ICAO Council and to prepare an implementation plan for the decisions made by the Council. He concluded that Qatar is looking forward to mutual cooperation to implement the decisions in a timely manner.
