Qatar Signs Indian Ocean Memorandum of Understanding on Portal State Control

Doha – QatarQatar signed the Indian Ocean Memorandum of Understanding (IOMOU) on Portal State Control during its participation in the 21st Port State Control Committee Meeting held last week in Australia, where a delegation from Qatar’s Ministry of Transport and Communications took part.“Qatar’s membership in the Indian Ocean Memorandum of Understanding will take Qatar’s maritime transport sector from local arena to the international one, leading the region in portal state control field,” said Dr. Saleh Fetais al-Marri, General Supervisor of Maritime Transport Affairs at the Ministry of Transport and Communications (MoTC).The Memorandum will contribute to the enhancement of the maritime transport sector in the State of Qatar through applying the highest international standards in the field of ship inspection, as well as elevating the quality of national vessels in terms of safety and security, he added.The MoU will help train national cadres to execute better ship inspection works under the umbrella of the International Maritime Organization (IMO).The MOU on Port State Control for the Indian Ocean region is signed by the maritime authorities of 21 countries including among others Australia, France, India, Oman and South Africa. All the signatory countries have come together to combat sub-standard shipping in the Indian Ocean region. The MOU came into effect in 1999.

Kiev– UkraineHE the Minister of Transport and Communications Jassim Saif Ahmed Al Sulaiti held talks with HE the Ukrainian Minister of Infrastructure Mr. Volodymyr Omelyan, in Kiev today.The two officials discussed Qatar-Ukraine aspects of cooperation in the fields of maritime transport and ports, exchange of expertise in that vital industry, as well as launching new navigation routes and investment opportunities in seaports.They also discussed cooperation in aviation industry and potential investment cooperation in the field. The two ministers also discussed a number of matters of common interest.     Following the meeting, the two ministers witnessed the signing ceremony of a memorandum of cooperation between Qatar Ports Management Company (Mwani Qatar) and Ukrainian Sea Ports Authority (USPA).The agreement aims to establish cooperation and active alliances between the two countries in maritime works industry.The signing ceremony was attended by Charge d'Affaires of the Qatar Embassy in Ukraine Ms. Aisha Mohamed Al-Ghaffari.The memorandum of cooperation was signed by Mwani Qatar CEO Captain Abdulla Al Khanji and USPA Head Mr. Raivis Veckagans.

MOTC Announces Qatar Threat Hunters Competition 2018

Doha – QatarThe Ministry of Transport and Communications, in association with the ITU Arab Regional Cybersecurity Centre (ARCC), announces the opening of the Qatar Threat Hunters 2018 Competition for youth aged 17-24, from mid-July to September 2018.MOTC would like to invite all Qatari talents who have unique skills in the realm of cybersecurity to join the competition via. Registration is open until August 7, 2018.     This national competition is a part of the Arab “Threat Hunter” competition that is organized by ITU-ARCC for Arab youth to develop their skills and talents in the field. The aim is to qualify and prepare the next generation of cybersecurity professionals and specialists and harness their capabilities for competing regionally and globally.As the cybersecurity skills gap continues to grow both in the private and public sector, cybersecurity competitions have been recognized worldwide as an effective method for finding new cybersecurity talents and to foster the development of the required cybersecurity competences.The competition revolves around several questions and challenges on cybersecurity domains such as ethical hacking, system exploitation, ICT infrastructure and system protection, computer forensics and malware analysis. It consists of four phases as shown in the attached file.The competition is consisted of 4 phases. In the Registration and Pre-Selection phase, interested participants can join the competition until August 7, 2018.The second phase is the National Semi-Finals, which takes places on August 16, 2018. In this phase, a webpage will be dedicated for each participating country on the competition website for competitors from inside the country and the top 50 participants, according to the highest scores and time consumed, will be selected.The third phase is the National Final Round taking place in September 2018. In this phase, MOTC, represented by the Qatar Computer Emergency Response Team (Q-CERT), will host the 50 qualified participants in one location that will be decided later. Those 50 will compete at Qatar level in order to select the top first three levels that will compete regionally at the level of Arab countries, which takes place in Oct. 2018 via the portal of the competition where participants from all Arab countries will compete on the first three awards.Competition winners are going to be awarded during the Regional Cybersecurity Week 2018 for the Arab Region in Kuwait on Oct. 21-25.For more information, please visit here:  or email competition@qcert.org.Read the FAQs here
