MOTC Reveals Gov’t Documents Digitization Framework Agreement

Doha – QatarThe Ministry introduced government entities to a new framework agreement that will convert government paperwork and documents to a digital format through electronic archiving, scanning, indexing, classification and online storage via content management systems. The Government Documents Digitization Framework Agreement was revealed at a special event that was attended by project owners and representatives of government entities.“MOTC places considerable attention to providing best digital solutions and practices that contribute to the digital transformation agenda across the country within the framework of the Qatar Digital Government 2020 Strategy,” said Assistant Undersecretary of Government Information Technology Sector Mr. Hassan Jassim Al-Sayed.In this Agreement, he added, “MOTC endorsed mechanisms and measures that guarantee the quality of work, using best world practices in this area in line with Qatar’s smart transformation towards completely paperless government.”“To save government entities’ time and effort, MOTC, in collaboration with the Ministry of Finance, launched a public tender on the Agreement. We highly appreciate the role the Ministry of Finance has played in rendering this process smooth and successful,” he explained. The tender was open to all local companies that can provide digitization services. The Agreement seeks to provide such digitization services at competitive market prices. In a presentation on how entities can benefit from the new Agreement, Director of Government Procurement Regulation at the Ministry of Finance Mr. Abdul Aziz Al Taleb, said government entities are free to choose one of two contractual mechanisms for their electronic archiving projects. The first mechanism involves directly joining the Agreement MOTC has signed with malomatia at the same prices included in the Agreement, he said. The second mechanism is that each entity can simply launch its own tender for the same purpose and invite all interested companies to bid, guided by known local market prices, he added.Having the same unified measures between all government entities, saving time and effort and rationalizing government spending were cited by Mr. Al Taleb among the several advantages of joining the MOTC-malomatia Agreement.malomatia is a leading provider of technology services and solutions in Qatar.
